Six placards attached to nooses were hung in a park in Milwaukee. They contained the names and photographs of black people killed by the police and private citizens. It appeared to be racist taunting. But investigators now say that they were put there by a black man, who said he placed the placards in the park and at Atwater Park in Shorewood in an attempted to invoke a community dialogue about "how Black and brown men and women are dying" in the U.S.. The police decided that no crime was committed.
